David has been a member of the board since April 2013 and currently serves as board president. He is a licensed employee benefits advisor and president of the firm of Reilly Benefits, Inc. David has served a variety of volunteer organizations over the years, including Rotary International, the local High School Business Advisory Board, Chamber of Commerce, Boys and Girls Clubs, and the United States Coast Guard Auxiliary. He and his family live in Churchton, MD.
Douglas Weems graduated from Loyola University in Baltimore, received MSW from University of Maryland in Baltimore. Served as Director of Mental Health Clinic at Calvert County Health Department from 1981 until 1993, then became Calvert County's first Core Service Director until retirement in 2011.
Ja Kitos is a program analyst for a statistical agency, with a passion for process improvement and leadership. Ja's past experience includes work in the Defense industry, work as an intelligence professional and military veteran, and as a former small business owner.
David Payne, Board Member
David has been a member of the board for many years and currently serves as the Treasurer. He is a Captain with the Calvert County Sheriff's Office. He shares many roles within the Sheriff's Office and in his spare time participates in several community events. He lives in Port Republic with his wife Christina, son Tyler, and daughter Alyssa.
Catherine Kellogg is a licensed, clinical social worker who holds a Bachelor's Degree in Public Health from Ball State University, Muncie, Indiana, and a Master's Degree in Social Work, clinical orientation, from the University of Illinois, Chicago. Following her completion of college, Catherine worked for 5 years as a psychotherapist for a special education co-op in Lake County, Illinois, serving behaviorally and developmentally disabled children and adolescents. Upon moving to Maryland, Catherine has worked for the past 30 yrs at Calvert Memorial Hospital in various capacities, clinical and managerial. Catherine currently works on the Behavioral Health Unit at the hospital providing clinical and case management services for adolescents and adults. Catherine is proud to serve as a board member of the Southern Maryland Community Network.
Stacey Luckett, Board Member
Stacey Jarboe-Luckett , LCSW-C, graduated from Salisbury University in 1988, and received her Masters degree in social work from University of Maryland in 1990. She is a certified child and adolescent therapist, as well as a divorce mediator. She was employed at Calvert Memorial Hospital as the Supervisor of Emergency Psychiatric Services for 23 years, retiring in 2014. She resides in Huntingtown with her family.
Tamera is a native of Calvert County and enjoys living in southern Maryland. Her interests include spending time with family and friends, travelling, gardening and she loves the beach! For the past several years Tamera has worked as a therapist in private practice in Prince Frederick, Maryland.
Joseph Mills is an ordained deacon for the Archdiocese of Washington and assigned to Saint John Vianney Catholic Church in Prince Frederick Md. He is involved in mental illness and addiction ministries. He is a member of the National Association of Mental Illness and a Family Support Group facilitator for that organization. Joseph also is an employee of the Department of the Navy and works as the Patuxent River Naval Air Station. He and his wife, Patricia, have lived in Calvert County for 24 years.
Began career in business as a CPA serving public corporations with an international accounting firm. Invested twenty five years within the healthcare industry, primarily generic and brand pharmaceutical firms, to restructure and improve their operations principally as the senior executive and Board member. Co-founded a firm that invests in Maryland businesses and have served as a Board member for several non-profit institutions in Maryland. Currently serve as a consultant and Board member for public corporations. Graduate of the University of Maryland (BA) and Loyola University (MS).
