Thomas Rice, Board President
Began career in business as a CPA serving public corporations with an international accounting firm. Invested twenty five years within the healthcare industry, primarily generic and brand pharmaceutical firms, to restructure and improve their operations principally as the senior executive and Board member. Co-founded a firm that invests in Maryland businesses and has served as a Board member for several non-profit institutions in Maryland. Currently serve as a consultant and Board member for public corporations. Graduate of the University of Maryland (BA) and Loyola University (MS).
John Wille, Board Vice President
John Wille recently joined the board and is a consultant specializing in technology solutions for international development. He spent 20 years with the World Bank advising governments on technology applications to improve public service delivery, and previously worked for a major consulting firm as well as in industry and banking. He has a bachelors degree from Northwestern University and a MBA from the University of Chicago.
David has been a member of the board since April 2013 and currently serves as Board Treasurer. He is a licensed employee benefits advisor and president of the firm of Reilly Benefits, Inc. David has served a variety of volunteer organizations over the years, including Rotary International, the local High School Business Advisory Board, Chamber of Commerce, Boys and Girls Clubs, and the United States Coast Guard Auxiliary. He and his family live in Churchton, MD.
Joe Mills, Secretary
Joseph Mills is an ordained deacon for the Archdiocese of Washington and assigned to Saint John Vianney Catholic Church in Prince Frederick Md. He is involved in mental illness and addiction ministries. He is a member of the National Association of Mental Illness and a Family Support Group facilitator for that organization. Joseph also is an employee of the Department of the Navy and works as the Patuxent River Naval Air Station. He and his wife, Patricia, have lived in Calvert County for 24 years.
David Payne, Board Member
David has been a member of the board for many years. He is a Captain with the Calvert County Sheriff's Office. He shares many roles within the Sheriff's Office and in his spare time participates in several community events. He lives in Broomes Island with his wife Christina, son Tyler, and daughter Alyssa.
